Government performs another U-turn on HIPs

The introduction of EPCs for newly built properties was originally meant to January 1.
This is the latest in a series of U-turn by the government on the implementation of Home Information Packs.
From April 6 it will be the responsibility of the home builder to provide an EPC when a home is constructed and physically completed.
This will also apply if a building is converted into fewer or more units and changes are made to the heating, hot water provision or air conditioning/ventilation services.
And from April 6 2008, a final completion certificate for a home cannot be issued by building control unless they are satisfied an EPC has been provided.
Karen Babington, sales and marketing director at Easier2move, says: “We are disappointed the government has chosen to delay the introduction of EPCs on all new build homes until April 6 2008 – putting the launch three months behind schedule.
“Not only does this disadvantage purchasers of new build properties, who will be missing out on EPCs, but will also be a blow for energy assessors who are already struggling to find work due to the delayed HIP launch and consequent phased roll-out - this further delay will therefore be a great disappointment to them.”
She adds: “We hope the government realises the strain that this delay will be putting on energy assessors and will continue with its stated agenda going forward.
“In addition, to ensure confidence in the market is maintained, we urge the government to introduce the phased roll-out of HIPs on one and two bed properties as a matter of urgency. ”
